The following categories of foreign nationals are exempt from work permits
• foreign nationals permanently residing in the Russian Federation (holders of Residence Permit)
• participants of the State Assistance Programme on Voluntary Immigration to Russia of Compatriots Living Abroad and to the members of their families migrating to the Russian Federation together with them;
• employees of diplomatic missions and consular agencies in the Russian Federation, employees of international organizations and their servants;
• employees of foreign entities (manufactures or suppliers) performing installation (contract-supervision) work or servicing (including warranty and post-warranty repair) of technical equipment supplied to Russia;
• journalists accredited in the Russian Federation;
• foreign students studying in the Russian Federation at professional educational institutions and working (ren-dering services) during vacations;
• students studying in the Russian Federation at professional educational institutions and working in spare time as supporting educational personnel in the same educational institutions;
• lecturers invited to the Russian Federation to give lectures at educational institutions, except for those entering Russia to teach at professional theological schools (ecclesiastical educational institutions);
• employees of representative offices of foreign companies, duly accredited and registered in the Russian Federation within the limits approved at the moment of accreditation of such representative offices by accrediting authorities on the basis of mutuality in accordance with international agreements of the Russian Federation;
• citizens of Belarus
