STANDARD PROCEDURE


The very first step in getting permits necessary for a foreign citizen to be able to work in Russia is for an employer to obtain quota for employment of a foreign employee. The main difficulty here is that an employer willing to get quota in the current year will not actually get it until next year. Besides, an application for quota allocation must be filed before the 1st of May. You can always try to get quota in the current year, but in this case you will have to arm yourself with time, patience and significant set of documents proving the uniqueness and irreplaceability of the foreigner you intend to hire.  

In order to hire a foreign citizen subject to RF visa requirements,
  • EMPLOYER must
  •  
    for company:

    • submit work permit quota application
    • obtain Employment Permit
    • obtain accreditation in the Federal Migration Service
    • file notice of concluding labor contract with a foreign citizen with proper authorities

    for foreign citizen:

    • obtain Work Permit
    • issue invitation to enter Russia
    • obtain multiple work visa
    • perform migration registration (registration of notifying character)
     


  • FOREIGN CITIZEN must
  •  
    • obtain medical certificates
    • present to employer his/her diploma
    • based on the invitation letter from employer obtain single entry work visa in the Consular Section of the Ministry of Foreign Affairs in the country of his/her citizenship
     



In order to hire a foreign citizen free of RF visa requirements,
  • EMPLOYER must
  •  
    for company: 

    • submit work permit quota application
    • file notice of concluding labor contract with a foreign citizen with proper authorities

    for foreign citizen:

    • obtain Work Permit
    • perform migration registration (registration of notifying character)
     
The Law stipulates some exceptions as to the necessity to obtain quota for foreign citizens assigned to one of the following positions

    • Department Director
    • General Director of Enterprise
    • Director (head, executive manager) of Enterprise
    • Chairman of the Board
    • Deputy Chairman of the Board
    • Branch Director (Manager)
    • General Director of Joint stock company
    • Director of Joint stock company
    • Information protection engineer
    • Production processes automation and mechanization Engineer

    • President of Association (corporation, socio-economic organization etc) (of public economic organization)
    • General Director of Association
    • General Director or General Directorate
    • General Director of inter-branch scientific and technical complex
    • General Director of production association
    • Factory Director
    • Director of Representative Office
    • Director (head, authorized representative) of management board
    • Director of Company
    • Director of Association
