The very first step in getting permits necessary for a foreign citizen to be able to work in Russia is for an employer to obtain quota for employment of a foreign employee. The main difficulty here is that an employer willing to get quota in the current year will not actually get it until next year. Besides, an application for quota allocation must be filed before the 1st of May. You can always try to get quota in the current year, but in this case you will have to arm yourself with time, patience and significant set of documents proving the uniqueness and irreplaceability of the foreigner you intend to hire.
